Gianfranco Bucher, the owner of Villa Serbelloni in Bellagio, recently said with a sigh “It took longer to get permission to repaint the exterior of our property - in the same color - than it took Steve Wynn to build the entire Bellagio Hotel in Las Vegas”. Since the villa is a historic building in a historic district, Bucher needed permission from the village of Bellagio, the region of Como, the administrative capital in Milan and the national development board in Rome before he could repaint.
